Microsoft completed the roll back of a recent update which has mitigated the issue, and our service telemetry indicates recovery and restoration of mail flow. Additionally, the service has automatically rebalanced traffic across healthy infrastructure to further expedite resolution for end-users.

User impact
Users' inbound and outbound email messages may be intermittently delayed when sending through Exchange Online.

Description
Some users report that they can't send or receive messages at all.

Scope of impact
This issue can potentially affect any user that's hosted in Canada that's attempting to send or receive email messages, as well as users who are hosted outside of Canada that attempt to send email to or receive email from users hosted in Canada.

Our monitoring systems show that portions of mail flow infrastructure are operating below expected standards, resulting in either mail flow delays or outright failures to send or receive email messages. We're evaluating the service infrastructure to determine the most expedient remediation option while also determining the reasoning behind this service degradation.
